This is likely due to Russia under-equipping frontline units in favor of stockpiling higher-quality equipment and specific munitions.

1) shifting from forward presence to forward defense in Eastern Europe;
2) fielding a deterrent force capable of guaranteeing a ceasefire or peace deal in Ukraine, if and when one emerges.

Still, there likely is a requirement for around 10–20+ brigades over the coming years.

But they are no silver bullet. Difficult force structure and posture decisions will have to be made.
