What this means is a number of Dem senators were a "yes" and they were just negotiating who would do it publicly. They see their own voters as their opponents. Don't let the no votes off the hook. Primary them all

Every Democrat who voted for cloture is not up for reelection until 2028 or 2030 except for Durbin, who may retire in 2026 anyway.
It's like they know this vote to enable Trump/Musk will be widely unpopular with Democratic primary voters but think those voters will forget about it in a few years
