What’s the Dem counter-argument to this? After the government shut down I’m not sure what happens next and I’m also not sure it’d be Dem-favorable.

He's literally already doing those things and the CR explicitly allows him to continue doing those things. Keeping the government open will not prevent those things, it will just make it that much easier to make this nightmare irreversible
