I read it as a family coming back from a long day out together. It was common in the 1950s and 60s for children to wear school uniform on trips out to look smart

In 1954 I was staying with a family and we went on a visit to a Canadian aircraft carrier.The younger son was at Christ’s Hospital.The uniform was a long gown.As he only otherwise had casual clothes he had to do trip in this historic uniform;he hated it! I too think it’s a picture of a day trip.
