There's an element of guilt there, but that's not the whole picture. Germany has been moving to the right for some time and popular anti-Muslim sentiment is rising across Europe. Israel is not worth the collapse of international institutions, surely.
When East Germany rejoined West it was obvious that many old racist behaviours had flourished within the East. They were still using Nazi records re Roma community. Germany brushed a lot under the carpet when they re-unified.
Germany is one of the reasons why we have all of these international human rights laws, institutions and courts. They sign up to the Rome Statute, yet refuse to comply with it? Will Germany ever be on the right side of history?
