In this video he states "Commander is a format where you can literally do anything and my philosophy is never about whether something is playable or unplayable. I don't think that is something that actually matters in the format, what actually matters is whether people want to play them.

It's not so much to give people powerful cards, it's to give people things that are enticing to provide value to them for their time that they are going to put into building this seeking these cards and then playing with these cards.

Cause only one out of four people are going to even be winning the game, and I imagine that's something commander players look at as being like 'well I'm not always going to be winning the game and I should not always strive to be winning the game. So I should just provide a unique play experience'"
