The 'journalism' is the problem. They want to write a sympathetic story so they leave out the details of the criminal record which prevented him acquiring citizenship. So, was the denial of citizenship justified or bureaucratic bastardry? You can't judge without the withheld detail.

His offenses weren’t too severe if he’s been in the US for 45 yrs, “made mistakes, paid for them,” and has a clean record for the last 43 yrs. Two years to both get in trouble and serve his sentence. Like Morgan Freeman in Shawshank Redemption, who he is now is far greater than his crimes back then.
