That is really frustrating. I am planning the trip there as well and learning that I'm kind of screwed as they stopped selling the physical IC cards too.

You can find the physical cards at the airport. Didn’t see them in other subways yet though.

The shortage has been lifted. You can buy name registered Suicas now. In October, I bought one at Sakuragichō Station in Yokohama (I came in by cruise ship so hoofing it to the airport wasn't an option).

I bought a Welcome Suica in HND last month without issue (they were never suspended anyway) from the vending machines next to the monorail in T3.
