It’s strange to me that the Rust CLIs for Rust-based JavaScript tools like @rolldown.rs and Lightning CSS are only installable via npm and not via system package managers like Homebrew

I’m not sure why they would want to prevent global installs. They can optimize for their largest audience using JS tools, but there are many folks out their building websites without JS tools who could benefit from the standalone CLIs and it wouldn’t be difficult to set up a build pipeline for that
I can only speak to Homebrew, but no it’s not. It is far more common for the community or for the package maintainers themselves to upload and update formulae than it is for Homebrew itself.
