Maybe I'm wrong but from the outside it always feels like Spurs only try to properly strengthen when they're struggling, instead of when they're doing well. When players would want to come

We’re a club run by an unserious reactionary wally. We have the infrastructure of a superclub (huge props for that btw), but the very person who’s put all of that in place is the one that’s in the way of the on field success.
No it's exactly this - the one time we attempted it from a position of relative strength (just after the 2019 CL Final), we spent over £100 million on Ndombele, Lo Celso and Sessegnon and you can still smell the burnt fingers as you walk up Seven Sisters road on match day.
There was the summer they spent heavily on Richarlison and Porro, that was their major push to challenge for the title. The Spurs squad are full of hefty transfer fees but most of them don't deliver.
Amazed Postecoglu is still in a job, they've had injuries but he's displayed no flexibility at all tactically, it's all or nothing, the football they played in their home game against Liverpool was suicidal.
