My impression from recent visits is that France has completely turned around in the last ten years and have become medium red just like Germany and Scandinavia—very happy to speak English

Ah, this is so funny! I'd say it's fairly accurate, at least for southern Europe and Scandinavia and Dutch/German speakers. Also Poles. As for the French, my experience is that anything that avoids speaking in English is very appreciated so perhaps they should be green too.
