Important to note: in most cases, you can only file a complaint with the KCSC if you are the party affected. trust me, i tried to report to them. you can also only report by fax, phone, or in person.

apparently in south korea, yeah. but the media made it sound worse than it was. he fell alone in front of his house because he lost balance. they made it sound like he's high speeding on the road without a license. they used a fake video, reported fake army challenges, lied about the scooter........
