Little suspicious of this graphic. Has Iowa twice (current and old) and that’s not the “base” Utah plate.

Think these are just plates printed by 3M or that use their film.
But you know what could go wrong with a URL on a plate.

California’s is pretty basic. It would be hard to pick a good design for the whole state.
Better but not sure accurate image with all 50 states. Some seem like specialty ones.
