The president has to sign a bill for it to become law unless 2/3 of Congress approves of it to override presidential veto. So if the president isn't on board with a bill and that bill doesn't have broad bipartisan support it won't pass.
In the US Congress makes law, it's approved or denied by Congress, the president signs the bills into law, and the Supreme Court as well as lower courts determine the constitutionality of those laws. It's a division of power and checks and balances to keep anyone from singlehandedly making law.
yes, understood. but why don't "executive orders" have to go through the same checks and balances ? Executive orders are basically laws as well, right?
Executive orders aren't laws, the president heads the executive/federal branch of government and can issue those orders to do things a certain way or not. Of course Cheeto thinks he can pretty much single-handedly write laws and dismantle the entire government.
One out of how many? And will he do something to impact change to actually help Ukraine? The rest of @GOP, how do you sleep at night watching this horror show and staying silent?

what's with the other way round though, why can the president create laws via decree without parliament having to debate & pass that law ?
