That level of comprehension, cooperation, follow through, and interest in progress is lacking in most parts of the US. Polluting pickup trucks that can fly 2 flags while warming the diesel engine in the suburban driveway at 6 am for the school drop off is the American way.

This kind of law really doesn't have any downsides. It benefits building owners to install charging infrastructure, even if they themselves don't realise it yet.

I presume that makes it mandatory to install proper L2 chargers, no L1 plugs, no suspect extension wiring, decent fire safety etcetera? Basically do it properly and do it to a code?

I the US it is even allowed to have plugs on L2 chargers. Complete no-no here, and forget about installing it yourself. Even the grid operator is involved for installations to make sure maximum load is OK. Particularly important if it is a single phase setup where other consumers must be considered.
