After I looked a little harder, the difference is Starter Pack vs List.
Lists show Posts and can be pinned to Home.
Starter Packs show People and Posts, and don’t appear to be able to be pinned to Home.

Settings > Moderation > and there you can create a "moderation list". By one click ppl can either mute or block an entire list.
