Because it does not weigh very much, thus causing minimal displacement in the liquid. The mushrooms act as a block so as the liquid heats and swells from below it shoves the oregano around. Peppers and onions will move up and down in the field more than side to side.
Now, its there a difference with wet vs dry oregano? What happens if the oregano has been soaked in the butter/oil used before being added to the dish?
