Let’s look at the big picture. Reeves put LA pension pots in 8 funds. To lever that money into developers pockets new mayors develop big ticket ‘white elephant’ schemes. No effective scrutiny. Projects hugely over budget as developers line pockets and even go bankrupt taking pension funds.

As a ex LA CEx there is much to commend in this. I hope MPs will push for more, esp fiscal devolution, in the Bill. Civil Service won’t let go of powers without a fight. Also unitarisation will be a huge distraction sucking up resources & leadership focus for at least 2 yrs, an unnecessary fight imo

Extremely challenging timeline for many areas but this is long overdue. District Councils have for too long had to occupy the space that County Councils are supposed to occupy.
