Besides paid family leave, having a hybrid schedule was the number one thing that made my life significantly easier when I returned to work for the federal government after my kid was born. Unfortunately, that was unfairly taken away from us.

Actually, all those things have been tried in European countries. So far nothing has worked in the developed world. The US is actually one of the "least bad" countries in the developed word for reproduction rates. Developed Asian countries like Japan are disasters.
