Welcome to Russia. I witnessed this very tactic in a Moscow Hotel way back in the early 1970's while their on business. We would sit in a 2nd floor balcony bar overlooking the entry lobby. They had security at the front doors checking everyone coming in to be sure you belonged being in the hotel.
