I'm guessing that it all comes down to cost. Vaccinating badgers is about 75% effective but has to be repeated 4 years later.
I'm totally opposed to the cull and so are most people I've spoken to. Vaccinating adult badgers gives their future offspring nearly 80% protection. Culling makes no sense.
