No serious criminologist believes more cops *automatically* means better outcomes. NYPD and Chicago PD are 1 and 2 in officers per population but they have taken very different paths. It is first about management, then all else being equal, the numbers start to matter.
This argument goes round and round because the people who know what they are talking about are not incline to villainize unions and target CBAs as a problem. But that’s what determines management approaches.
I don't think you can blame big city mayors for losing their leverage when police unions use extortionate tactics and issue wonks refuse to zero in on unions as the problem. My understanding is that CBAs often give control of various training programs to unions, too.
I haven’t seen the latter. I’ve negotiated CBAs and they are complicated and take years. Because of transparency restrictions, advocates often have little insight into how negotiations are developing.
