They should! But it DOES come with certain drawbacks (the Brother Juhani plot was hilarious - Juhani getting ever more extreme with his brain-eating, the Angel of Vengeance (Dumas) always JUST about to execute him and the poor Ultra trying to keep the team together and advance the actual mission).
He was a pretty decent lawyer and got a Salient Warlord to incriminate himself (putting himself over the Emperor), then made the commissar present shoot the High Commander.
