I believe California has largely gotten around this by making private agreements with car manufacturers. Federal authorities can’t touch private agreements.

It'll be close. I think the best likely scenario is it drags on as long as possible.

There's already a lawsuit from Biden Admin reinstating the waivers from Trump's first term. I don't think SCOTUS has decided on cert for this yet. https://climatecasechart.com/case/ohio-v-epa/
