Budsies has a sample you can get first, & then you can bulk order them at a minimum of 50, however, if you're just looking for a single design for concept, I know a really good place, but I'd have to tell you privately.
I work for a manufacturer in Shanghai who makes plushies. I think the MOQ is 500 units for plush which may be a bit high based on your posts, but let me know if you want more info.
