I did a "WhoIs" lookup for the domain name and it's registered through Alibaba Cloud Computing, which is just a registrar, they don't own the domain. They do have a contact form, though, to report the website itself as being infringing. It's in Chinese: https://whois.aliyun.com/whois/whoisForm
