This looks like a publicity stunt.
Perhaps you could explain what is the defect in the current law that stops you getting tough on said criminals? And why isn't is worth getting tough on criminals who steal toosl from e.g. retired people?
But the whole thing is just an extension of the "hard-working families" rhetoric prevalent over the past decade, where worth was equated with work.
I am a bit tired of the marginalising of so many people by this approach.
