As a structural radical on the mechs, I believe any mechanized walker is a mech, no matter its size. Yes even powered exo suits are mechs

But Marine Power Armour is not mechanised, it can't walk on its own, therefore not a mech.
Terminator armour... Perhaps.
A mech would be more comparable to the contemptor class dreadnought.
