Probably because most of the tierlists focus on optimization, so if a character isn't an Instant Bomb button, or they can't maximize the use of their talent all the time, they pass.

I also recall them assuming that "if he's reflecting Casters and doing Arts damage, they have high Res so less efficient". Really, Casters hit him from afar while he's blocking melee units with low Res, so he kills everyone all at once.
He also combos with Aak to a hilarious degree, if you have him.

The pain of upgrading all the units at once...
But yeah, if you activate Czerny's skill 2 and then shoot him with Aak, it instantly maxes out Czerny's talent on top of Aak buffs. It gets HILARIOUS.
