I have a strong argument demographics is a strong driver. If he compares the demographics of ICBs with low running costs per head and the demographics of ICBs with a high running cost per head I guarantee he will see patterns. Higher cost ICBs will have more elderly patients and patients in poverty.
Its a fucking astonishing statement, frankly. And should have seen them laughed out of the room. The entire field of spatial demography can get in the bin apparently. Great.
Given that one ICB I know of took 5 years to respond to an appeal against refusal to fund one patient under NHS Continuing Care, I do wonder if they know what they are doing. Incidentally, the case was eventually won.
Sorry that it took so long. It's not acceptable. But ICBs were created less than three years ago, so they might have been busy with the massive reorganisation forced on them.
The guy to Streeting's right goes on to say some ICB's operate at a lower cost per head than others so they're confident the higher spenders can make cuts. When asked if the demographics of patients were considered he said no. They are assuming cuts can be made based on the lowest cost populations.
On top of that is the assumption that teams are duplicating each others work so an ICB safeguarding team is duplicating safeguarding work done by providers rather than supporting and holding providers to account. Just no idea what anyone does.
Not even including the 100k losing jobs from Trusts acc. to today’s Guardian. We know Barts Health expects to cut 2% of staff (c400 jobs) - that’s just the start.
