If anything approaching their stated goal of "efficiency" and getting meaningful ROI on taxpayer dollars was a genuine concern, the IRS would be seen as an exemplary beacon of good spending. Any money put into the collection efforts of unpaid or evaded tax yields several multiples on investment.
