That was the case in 2016... In 2024 he won the popular vote too.. as slim as it was. It only equated to 30ish percent if you factor in the people who didn't bother to vote.
Because they have more than 2 parties and they don't have runoff elections. Whoever gets the most wins.. in today's elections it was the conservative party with 29% of the vote.
You can not govern a country without 50% or an alliance of two or more parties to achieve the 50+1. Nobody wants to deal with afd. They will always gonna be in the oposition.
There are no backroom deals. It's a coalition between parties. I am sorry for you, but you have no idea how the politics in Germany and all over Europe works. Most of the countries in Europe don't have a two parties system. There are almost always coalitions between several parties to achieve 51%
