You’re talking about is early intervention. It’s well documented that early intervention has far better outcomes, not just addiction, but for help across the board. The cost to prepare cost far less than the cost to repair.

Recovery programs in BC are also very expensive, but how much would we save in health care, policing and other services by helping people earlier? This should be fully covered by public health care.
