This is precisely what tariffs are meant to deal with. Let's say we're talking about children's toys. If you can buy a cheap converse toy, or an expensive American one, many people will opt for the cheaper Chinese one. If they're both the same price, people will choose the better quality one.
Without tariffs, American companies are left to compete on quality with much less expensive options. There are a lot of things that just aren't manufactured here at all because they can't be sold in bulk. The wire hooks on bras are an example. No American company can compete with China on those.
