Do I recall this correctly: it's only after Cassini had a look at Titan up close that people went back to Voyager data to see if the surface features were detectable? And they were.
I know that Cassini's red filter could also faintly see through the haze, if you cranked the contrast way up.
The principle is right - it was after Hubble imaged the surface. Before that, there was no way to know if these features represented the surface or clouds.
