Some good searching critical questions that yet to have any answers but they will come…the funding & allocations of officers/PCSO’s/SC’s stand out though…is £500m enough…no…it’s not even enough for the Met let alone the rest…officer levels should be around 165k by now, PCSO’s 16k as before…SC’s 😱!

SCs potentially save money in the medium/long term. The issue is that there is a significant setup cost for some forces. Some areas have been so bad for SCs that they need to, in effect, start from scratch.
I'm heading back to full fitness, but won't join my old force as they're terrible for SCs.

Certainly have their place and invaluable…but as you say through your own experiences they aren’t always valued! The drop off from 15k down to 6k should tell you there’s problems…I just don’t know how the 3k target in this plan will be achieved with things going in reverse when it comes to SC’s 🤷🏻

Also 2012 there were just under 20k specials in the UK. My old force has 480ish when I joined in 2017. Now it's about 100, and should be about 350 taking into account postings and not having it too big to be manageable.

Recapture of former SCs. There are plenty who just left because of treatment.

Some ex-regs want to, but forces make it too difficult. Poor targeting of recruitment is a major factor.

Some forces are great, but others should just be honest and disband their Special Constabulary as not wanted.
