Make new state laws: deduct estimated FEMA requirements from state payments to the Fed in advance of seasonal events. It’ll require a lot of software updates on earnings’ withholdings but I imagine it’s doable.. Deny ICE oxygen.
If unused the funds can be sent on to DC. We are not thieves. They are.

Let it play out. We have no choice anyway. If a hurricane(s) hits FL & the usual haunts then a lot of US citizens who are multigenerational evangelical Americans will be homeless, some will die, others will be disappeared by diseases & hunger.
