Not to be contrarian or cynical, but don’t most GOP policy preferences favor wealthy suburbs and exurbs over rural areas? I’ve always thought this policy was intended to benefit wealthy quiverfull megachurch attendees in places like Waukesha or Bucks County over actual rural voters.
