Might be paraphrasing but Oda once said that Luffy was in love with adventure.

Although Luffy's reaction to Mr 2 exposing Nami's boobs and them all perving at Vivi and Nami in the bathroom does confuse.

I believe in an SBS someone was confused about those same moments! Unless I'm totally misremembering, Oda said (paraphrasing) that Luffy was imitating the others because he saw them reacting/acting like that
