Many airports with contract towers don't have enough traffic for an FAA tower. There are many airports without ATC services and PT towers. Though, I doubt that in the Bay area they don't have enough traffic. I'm curious how they were going to go with a contractor that didn't have experience w ATC

Hard to say right now. It depends if/how many in ATC take the invitation to resign, and how many more are retiring due to the Musk treatment (decisions due by 2/5). ATC has always been a pretty thankless & stressful job. The east coast corridor is the busiest in the US.
