The issue as I see it (and where I had success) was remembering technology is a solution to a problem.
Technology is not a problem to be solved.

Then see if (learning) technologies is the solution to that problem.
When we focus on tech as a problem to be solved, we lose sight of the actual problems we are trying to solve.
The "use of technology" is not the problem we are trying to solve.

Much of this should be embedded into the institutional planning and strategy.
