Im not 100% sure but I think it has something to do with federal funds being used to build and maintain the roads.

I worked for a major city's Dept. of Eng. (Trans. Reg. Enforcement) about 20 years ago, and my understanding talking to the city manager at the time was that they could threaten to withdraw federal funds but had no direct say in how the roads were managed (e.g speed limits and tolls and the sort).
