Does it have to be "Guantanamo"? It could be anywhere, like the Gulag, as long as they have a place they are allowed to torture. That is all they want to do. Once they found out the Government made torture permissible, that unleashed the sadism and psychopathy.

The best day to close Guantanamo was 2002 but the second-best is today. While we’re at it, close the entire naval station, not just the detention center, and give it all back to its rightful Cuban owners.
