NEW: Enrique Tarrio, the former Proud Boys leader granted clemency by President Trump, was arrested outside the U.S. Capitol and charged with allegedly assaulting a female protester.

Trump previously cut short Tarrio's sentence for seditious conspiracy related to the Jan. 6 attack on the Capitol.
