It´s certainly a fluid, but I´d go with hydraulic as the liquid - as you rightly said - fills every space but unlike a gas gives rise to cavitation/water hammer, which becomes worse as the volume/weight of liquid in the system goes up.

I 100% believe this to be true. Yet on a personal level I still fail to see it. I don't drive any more than I absolutely have to. So my contribution to "cars on the road" has been constant for years if not decades. Why should I drive more when road capacity increases?

My home, my office, my dojo, the pub where I meet my friends once a month have not changed locations. Neither has the frequency of me visiting these locations.

That's the part I have a real hard time wrapping my head around.

Not doubting the statistics, of course. What do all these people do?

When new road capacity is built, people shift travel habits. They change routes, change modes, change time of travel (dont leave to go to work as early to avoid rush hour for example) based on the new capacity. Eventually the roads are just as bad as they were before the expansion.
