And why was Baraka there in the first place? Turns out the private prison facility is violating the law, but also unwilling to be served with legal process

It's a private facility and was closed, but ICE recently signed a 15-year agreement with the company to house detainees there, but such facilities are now illegal under New Jersey law and have been for several years.
