I will not hold my breath. I think state AGs have to approve any university legal stuff, so my fear is that unis like Ohio State, UT Austin, Texas A&M will cave to some deal / carve out while omb thing is hashed out in courts.many other programs will get F**ed, for things like more highways, etc
The AG office doesn't have very much to do with a state in university. They will have their own general counsel and take direction from school administration and ultimately the board of governors/trustees. But all federal grants are agreements between fed gov and the school.
Depends on the state, its laws, and politics. I seriously doubt that state unis in TX,OH,NC, or FL would dare bring any serious legal issue to the feds. And I am pretty sure that at some level uni legal stuff does get run through AG offices. At least in some states.
I work in research grants administration for a public university in Florida. And while I don't expect the state to sue the federal administration if the disbursement of already obligated funds is halted for more than a matter of weeks it will be crippling. Something will have to give
The federal government has a lot leeway in terms of what they can require in the terms of that agreement, but we are probably about to learn more about what those limits are.
