PKK has declared ceasefire and announced that it would comply with Ocalan's statement. In line with the statements by its senior cadres in the last couple of weeks, the organisation asks for Ocalan's freedom so that he can lead and shape the process.

I need to think about this more and listen to the statement again, but the clarity of the statement (and the fact that it goes a step beyond disarmament and calling for the dissolution of the PKK) makes me think that the likelihood of Kandil positively responding to the call is higher now.
