I don't know for sure as international law is very complicated, but I do note that was before ICC's 2002 creation and the 1998 Rome Statute to found it, so the reason may well be related to that.

Good point. We could also pick 'Operation Cast Lead' however, in 2008/2009 - Over 1400 Palestinians killed, most of them civilians. No ICC arrest warrant for the PM. And he was moderate compared to Netanyahu. In fact, in July Olmert foresaw the arrest warrant for Netanyahu https://tinyurl.com/cusp6m4t

Or for a change, you can go after the people who are really responsible, and arrest every single member of Hamas and every person in Gaza who was complicit in the attacks. The collaborators and sympathizers who held hostages in their homes. Try that.
