Yep. Historian of France here. This is exactly right. There’s a series of important research publications that document this—from 50 years ago! (I only mean that this point has been very well-established by historians.)
Now it's a slightly different situation because Canada is vastly English speaking, so it's more about the preservation of the French language than anything. That said it is still enforced with some absolutely smothering legislation.
